National Institute for Health and Care Excellence (NICE)
What is NICE?
NICE provides guidance and advice to improve health and social care. The way NICE was established in legislation means that this guidance is officially England-only. However, there are agreements to provide certain NICE products and services to Wales, Scotland and Northern Ireland. The website can be viewed here.
How does NICE work?
NICE’s role is to improve outcomes for people using the NHS and other public health and social care services. Since 1999, NICE has provided the NHS, and those who rely on it for their care, with an increasing range of advice on effective, good value healthcare by:
- Producing evidence-based guidance and advice for health, public health and social care practitioners.
- Developing quality standards and performance metrics for those providing and commissioning health, public health and social care services.
- Providing a range of information services for commissioners, practitioners and managers across the spectrum of health and social care.
What are NICE guidelines?
NICE guidelines make evidence-based recommendations on a wide range of topics, from preventing and managing specific medical conditions to planning broader services and interventions to improve the health of communities.
Does NICE issue licences?
NICE does not issue licences for medical products. Based on evidence presented to NICE and a defined set of principles, NICE makes recommendations based on:
- the trade-off between the benefits and harms of an intervention
- the quality of the underpinning evidence
Staff working in the NHS are expected to follow this guidance.
Has NICE issued guideance on the EMDA® treatment?
NICE published guidance on the treatment of Non-Muscle Invasive Bladder Cancer (NMIBC) in 2008. After analysing different studies into the treatment of NMIBC by Electrically-stimulated intravesical chemotherapy, NICE concluded that insufficient evidence had been presented though there are no major safety concerns about the procedure. The recommendation was that the treatment be offered as part of a research study.
